The Elizabeth City State University's Viking Scholars Program is funded by a general assembly appropriation to the Board of Governors of the University of North Carolina to be allocated to its constituent institutions for the purpose of establishing pilot programs to recruit new students to enroll in college in future years.  It is designed to provide financial and academic incentives that will encourage socially and financially deprived students to do well in middle school and high school, graduate, and enroll in college.  The target areas consist of ten counties in northeastern North Carolina - (Bertie, Camden, Chowan, Currituck, Gates, Pasquotank, Perquimans, Dare, Tyrrell and Washington).
